FDI in Defence Sector

New Delhi, 25th July 2022: In regard to FDI in the Defence Sector,Raksha Rajya Mantri, Ajay Bhatt in Rajya Sabha mentioned that the Government has liberalised and allowed FDI under automatic route up to 74% and up to 100% through Government route wherever it is likely to result in access to modern technology. Since the notification of revised FDI policy, the total FDI inflow reported till May, 2022 is approximately Rs. 494 Crores. The Department of Defence Production (DDP) has brought in number of Policy reforms for attracting investment: * Higher multipliers assigned in Offset Policy to attract investment and Transfer of Technology for Defence manufacturing. * Specific consultations are done regularly with Foreign Original Equipment Manufacturers (FOEMs). * Two Defence Corridors have been established; one in Tamil Nadu and another in Uttar Pradesh which provide Plug & Play support to the industries including FOEMs in the Corridor. Under the Aerospace & Defence Policy notified by the two State Governments, Customized incentive packages are provided to investors based on investment, employment and project location which may include GST based refunds on sales, Stamp duty concessions on land allotment, Electricity Tax exemption, Capital subsidy and Training subsidy for training workers. * Webinars are conducted with Friendly Foreign Countries (FFCs) under the aegis of DDP, Ministry of Defence (MoD) through Indian Missions abroad and Industry Associations with active participation from Indian Defence Industries. Webinars have been conducted with 27 FFCs till date. * Defence Investor Cell has been created to provide all necessary information including addressing queries related to investment opportunities, procedures and regulatory requirements for investment in the sector. 1,445 queries have been addressed by the Cell till date. AAI to install night landing facility at Kolhapur airport

New Delhi, 25th July 2022: The upgradation/modernisation of airports, including provision of night landing facility is a continuous process and is undertaken by Airports Authority of India (AAI) and other airport operators from time to time depending on the availability of land, commercial viability, socio- economic considerations, traffic demand / willingness of airlines to operate to/from such airports etc. Presently night landing facility which is purely demand and need based on operational requirement of airlines and availability of land is not available at 25 operational airports with scheduled flight operations. AAI has undertaken installation of night landing facility at Kolhapur airport. A team of Directorate General of Civil Aviation (DGCA) has carried out the inspection of the airport on 10th June, 2022. AAI has already initiated action for compliance of the observations made by DGCA during the inspection.

AI has awarded 14 Water Aerodromes under UDAN across the country

New Delhi, 25th July 2022: Ministry of Civil Aviation has introduced seaplane operations from water aerodromes under Regional Connectivity Scheme (RCS)-UDAN (UdeDeshkaAamNagrik). Airports Authority of India (AAI), the implementing agency has awarded 14 Water Aerodromes under UDAN across the country, namely, (a) SardarSarovar Dam (Statue of Unity), Sabarmati Riverfront in Ahmedabad (b) Swaraj Dweep (Havelock Island), Shaheed Dweep (Neill Island), Long Island, Port Blair in Andaman & Nicobar Islands, (c) Guwahati riverfront and Umrangso Reservoir in Assam (d) NagarjunaSagar Dam in Telangana (e) Prakasam Barrage in Andhra Pradesh and (f) Minicoy, Kavaratti, Agatti in Lakshadweep Islands. Out of these Water Aerodromes, SardarSarovar Dam (Statue of Unity) and Sabarmati Riverfront, Ahmedabad have been operationalized on 31.10.2020. The airline operating the seaplanes comply with the extant provisions of Civil Aviation Requirement (CAR)/guidelines for safety norms. However, due to COVID-19 pandemic, the seaplane operations which commenced on 31.10.2020 were suspended. Airports Authority of India (AAI), the Implementing Agency has informed that Rs. 287 crore have been sanctioned for 14 Water Aerodromes and an expenditure of Rs 18.73 crore has been incurred so far. State-wise details of Water aerodromes awarded under UDAN and status thereof are attached as Annexure. A total of 115 RCS helicopter routes have been awarded under RCS-UDAN scheme out of which 36 routes have been operationalized. As per provisions in the UDAN scheme, helicopter operations are permissible only in priority areas viz. Jammu & Kashmir, Uttarakhand, Himachal Pradesh, North Eastern Region states, Andaman Nicobar Islands and Lakshadweep. Further, M/s Pawan Hans Limited (PHL) has been awarded 70 routes by AAI under RCS UDAN out of which the following are operationalized based on the availability of infrastructure and other necessary arrangements: 1. Chandigarh-Shimla-Chandigarh 2. Shimla-Rampur-Shimla 3. Shimla-Mandi-Shimla 4. Mandi-Dharmshala-Mandi 5. Mandi-Kullu-Mandi 6. Dehradun-New Tehri-Dehradun 7. New Tehri-Srinagar-New Tehri 8. Srinagar-Gauchar-Srinagar 9. Dehradun-Srinagar-Dehradun 10. Dehradun-Gauchar-Dehradun 11. Haldwani-Haridwar-Haldwani 12. Pantnagar-Pithoragahr-Pantnagar 28 sea plane routes connecting 14 water aerodromes and 115 RCS helicopter routes have been awarded. No airline has submitted any bid from Visakhapatnam cruise terminal for UDAN seaplane and helicopter operations so far. UDAN is an ongoing scheme where bidding rounds are conducted periodically for covering more destinations/stations and routes and in case, any airline submit any bid for routes in future rounds of bidding, the same may be considered as per provisions of the Scheme document. ( Information was given by the Minister of State in the Ministry of Civil Aviation (Gen. (Dr) V. K. Singh (Retd) in a written reply to a question in Rajya Sabha.

ModAir leased first Aircraft to FTO through GIFT City

Mumbai, 25th July,2022: ModAir an entity registered in GIFT City, Gandhi Nagar, Gujarat as an aircraft leasing company leased out its first aircraft which is an Italian trainer twin engine Aircraft (Tecnam) to a flight training academy in Jalgaon, Maharashtra through a lease of IFSC city, Ahmedabad. This is the first time a trainer aircraft is leased in India to an FTO. ModAir has set a benchmark in Indian Aviation by leasing an aircraft which will be helpful for the aspiring pilots of our country. The aircraft was brought from jalgaon and towed into the Air India MRO at MIHAN SEZ after landing at Nagpur’s Dr. BabasahebAmbedkar International Airport. Parking and warehouse services were provided by Air India MRO. Atul Jain, Managing Director of Mod Air, said “The Company plans to bring 20 more trainer aircrafts by the end of 2025 through GIFT CITY. We are happy to lease the aircraft to a Flying Training Organisation through GIFT CITY for the first time in the country. With this initiative, we want to ensure that leasing of aircraft to FTO’s becomes achievable in India. Flight training in India can take upto three years to finish what international does in 8 to 12 months. An absence of flying machines also hinders potential training. Flight schools often finance the purchase of new airplanes for their training fleet. Leasing can improve a flight training operators’ cash flow situation by allowing them to continue modernisation with technologically advanced aircraft even in challenging economic times. We are ready to help to lease more aircrafts to FTO’s to make this model successful under AtmaNirbhar Bharat.”

Akasa Air Opens Bookings for Ticket Sales

Delhi, July 22, 2022: Akasa Air, India’s newest airline, has today opened bookings for ticket sales of its first commercial flights with an initial network including Ahmedabad, Bengaluru, Mumbai, and Kochi. In the inaugural phase of its network development, Akasa Air will launch its operations by offering 28 weekly flights between Mumbai and Ahmedabad starting August 7, 2022. Following this, starting August 13, the airline will start operating an additional 28 weekly flights between Bengaluru and Kochi. All flights are open for sale with immediate effect. Vinay Dube, Founder and Chief Executive Officer, Akasa Air said, “We are extremely excited to finally be able to offer up our flights for sale. We are also excited to reveal our product which promises to be unlike anything experienced in the category thus far. With Akasa employees providing warm and efficient customer service, a reliable and dependable network, and affordable fares – we look forward to serving our customers with a flying experience that I am sure they will find delightful”. Developing a strong pan-India presence Commenting on Akasa Air’s network expansion plans, Praveen Iyer, Co-founder and Chief Commercial Officer, Akasa Air said, “Akasa Air’s network strategy is focused on establishing a strong pan-India presence and providing linkages from metro to tier 2 and tier 3 cities across the country. A Diplomatic Dinner evening hosted to welcome Ethiopian Delegation

New Delhi, 20th July 2022: A diplomatic dinner evening was hosted by Shri. Anuj Kumar Agarwal Trade Commissioner East African Community (EAC), India Africa Trade Council to welcome the delegation of Ethiopia to India. The occasion was graced by the presence of Dr. Tizita Mulugeta Ambassador of Ethiopia to India , Melaku Alebel, Ministry of Trade and Industry of the Federal Democratic Republic of Ethiopia, Dr. Asif Iqbal, President Indian Economic Trade Organisation were also present on the occasion. The event took place at Taj Mansingh in New Delhi. Shri Anuj Agarwal said “Relations between India and Ethiopia have been marked by an exchange of visits between the two countries at the political and official levels as well as a growing economic partnership bolstered by people-to-people exchanges through cultural exchange programmes, education and training to provide a firm foundation to the relationship. The focus will be on to deepen and diversify the relationship by identifying new synergetic areas for cooperation and collaboration.” India and Ethiopia also have long-standing economic and commercial relations, which are centuries old and can be traced back over 2000 years of recorded history. NAC Places Two Embraer E190F With Astral Aviation

Farnborough, UK, July 20, 2022: Nordic Aviation Capital (NAC), the world’s largest regional aircraft leasing company, has agreed a memorandum of understanding to place the first two E190F passenger-to-freight conversions with Astral Aviation, based in Nairobi, Kenya. In May 2022, NAC and Embraer reached an agreement in principle to take up to 10 conversion slots for E190F/E195F, with first deliveries starting in 2024. The aircraft for conversion will come from NAC’s existing E190/E195 fleet. Sanjeev Gadhia, Founder & CEO Astral Aviation, said, “We are honored to be the launch operator of the Embraer 190F, which will be based in Astral’s Nairobi hub. It will operate on a combination of scheduled and charter flights on our intra-African network. The E-Jets are well known for their efficiency, flexibility and sustainability. We are confident that the E-Jet freighter platform will be a game-changing addition to our growing fleet. We are grateful to NAC and Embraer for choosing Astral to be the launch operator of the E-Jet Freighter.” Norman C.T. Malaysia Airlines Doubles its Capacity between Kuala Lumpur and Doha with a Second Daily Flight

New Delhi, 20 July 2022: To enhance its passenger capacity between Kuala Lumpur and Doha, Malaysia Airlines has doubled up its capacity with addition of second daily nonstop flight commencing 10 August 2022.The addition of new flight is in response to high passenger demand on this route.The additional daily service will depart from Kuala Lumpur at 2:55am via MH164 and from Doha at 8:05am via MH165. It is in addition to the existing daily services MH160 departing Kuala Lumpur at 9:20pm and MH161 departing Doha at 1:30am, bringing the number of Malaysia Airlines flights to Doha to 14 flights weekly. The twice-daily flights will be operated by the A330-300 aircraft with 27 state-of-the-art seats in Business Class, 16 seats in Economy with extra legroom, and 247 seats in Economy Class. The additional daily service will be opened for sale from 25 July and will include Qatar Airways codeshare in both directions. This additional service strengthens Malaysia Airlines and Qatar Airways’ strategic partnership, allowing passengers to travel to over 96 codeshare destinations and enjoying seamless and most convenient connectivity, via the partners’ key hubs in Kuala Lumpur and Doha. The arrival and departure times of the double daily Malaysia Airlines flights offer customers full access to Qatar Airways’ unrivaled network to the Middle East, Europe, Africa and the US via the world’s best airport, Hamad International Airport. While simultaneously building perfect connectivity to Malaysia Airlines’ network to states within Malaysia, as well as South East Asia, North Asia and also to Australasia. Group Chief Executive Officer of Malaysia Airlines, Captain Izham Ismail, said,“We are delighted to increase our frequency to Doha, after a successful launch of daily service in May. The current edition of Aviation World has covered many areas of Aerospace & Defence based on the latest development in the sector. The front cover highlights three different images, first for the Union Civil Aviation Minister ….. who is leading from the front to steer Indian Civil Aviation sector to witness one of the most interesting phases. He is also facing most tumultuous timing due to the ongoing financial stress in the Aviation sector due to ATF rising cost and long airspace restrictions resulting in mounting losses for Indian carriers. Despite of all the ground level challenges,the minister is addressing new things on regular basis which keeps the sector motivated. We have featured many such developmental works in this edition done under his guidance which will be interesting to read.

Our lead story on “ The West War” is another important feature which covers the ground level reality of the challenges faced by the Aviation sector. Its though time ahead and we believe it will pass soon .
