Rosoboronexport announced new joint projects with India at Aero India 2023

Bengaluru,13th Feb 2023: Rosoboronexport (a unit of Rostec State Corporation)is exhibiting about 200 advanced Russian-made samples of armaments and military hardware, including the advanced Su-57E fifth-generation multifunctional fighter, the Checkmate light tactical aircraft, the IL-76MD-90A(E) military transport aircraft, the IL-78MK-90A tanker aircraft, the Su-35 and the Su-30SME super-maneuverable fighters, and the MiG-35D multifunctional frontline fighter at the Aero India 2023 in Bengaluru. “Rosoboronexport is a permanent exhibitor at Aero India where the Russian display traditionally stands out for its scale and the range of exhibited products for the Air and Air Defense Forces. The exhibition gives us an excellent opportunity to showcase modern Russian-made weaponry and discuss the areas for further bilateral cooperation with India,” said Alexander A. Mikheev, Rosoboronexport Director General. “The military-technical cooperation between Russia and India is an example of industrial partnership with a number of completed and ongoing joint projects for all services of the armed forces. Today we are offering new points of cooperation within the joint development and production of high-tech products on the premises of Indian enterprises under the national Make in India program in compliance with all localization and technology transfer requirements.” Russia’s collective display, located in Pavilion B, will include the stands of Rosoboronexport, United Aircraft Corporation (a unit of Rostec), and Almaz-Antey Air and Space Defense Corporation. Delegations of Russia’s major enterprises manufacturing products related to the thematic areas of the exhibition will also be working at Aero India. Rosoboronexport will also present the Ka-226T light utility helicopter, the production of which is suggested to be launched under the Make in India program on the premises of Indo-Russian Helicopters Limited, a joint venture with the participation of Russian and Indian industrial companies. In addition, a wide range of various Russian military helicopters will be demonstrated at Aero India 2023. Among them are the upgraded versions of the Ka-52E and Mi-28NE attack helicopters and the Mi-171Sh military transport helicopters, which are in strong demand on the world market and in the Asia-Pacific region. Rosoboronexport will also display Russian unmanned aerial vehicles, including the Orion-E reconnaissance/strike UAV, the Orlan-10E reconnaissance UAV and the Orlan-30, a new product launched in 2022. In the air defense segment, Rosoboronexport is showcasing the entire range of assets that can operate both independently and as part of an echeloned air defense system. Russia’s collective display exhibits the S-350E Vityaz air defense missile system, the Viking, Tor-M2KM, Tor-M2E SAM systems, and the Pantsir-S1 self-propelled anti-aircraft gun/missile (SPAAGM) system. In addition, the company will offer the Igla-S and Verba man-portable air defense systems. Russian-made anti-drone systems, including Repellent, RLK-MCE, RB-504P-E and RB-504A-E, will also be on display. As part of Aero India 2023’s business program, Rosoboronexport plans to hold substantive meetings and negotiations with representatives of the Ministry of Defense and other security agencies of India and other countries of the Asia-Pacific region. In addition, the company expects to work extensively with state-owned and private enterprises of the Indian defense industry with a view to expanding the scope of industrial partnership between Russia and India in accordance with the requirements of India’s flagship programs Make in India and Self-Reliant India.

Maiden landing of LCA Navy and MIG-29K fighter aircraft onboard INS Vikrant

New Delhi, 7th Feb 2023: The successful landing and take off of the indigenous LCA Navy on India’s first Indigenous Aircraft Carrier is a momentous step forward towards the realisation of our collective vision of AatmaNirbharBharat. The maiden landing of the Mig-29K also heralds the integration of the fighter aircraft with INS Vikrant. Congratulations to all those who made it happen.” – Adm R Hari Kumar, Chief of the Naval Staff. INS Vikrant is the first indigenous Aircraft Carrier and the most complex warship ever built by our country. It is a matter of pride that the ship has been designed in-house by Indian Navy’s Warship Design Bureau and constructed by M/s Cochin Shipyard Limited. The ship had sailed for maiden Sea Trials on 04 Aug 21. Since then, she has undergone sea sorties for trials of Main Propulsion, Power Generation equipment, Fire Fighting systems, Aviation Facility Complex equipment etc. The Carrier was commissioned into the Indian Navy on 02 Sep 22, the Hon’ble Prime Minister of India, Shri Narendra Modi was the Chief Guest. The construction of the Carrier is a big boost to the ‘AatmaNirbhar Bharat’ vision of the Government of India. The Carrier has been undertaking extensive Air Operations with Rotary Wing and Fixed Wing aircraft since 13 Dec 22 towards Air Certification and Flight Integration Trials for achieving the ultimate aim of being ‘Combat Ready’. As part of the aviation trials, landing of LCA (Navy) and MiG-29K onboard INS Vikrant was carried out on 06 Feb 23 by Indian Naval Test Pilots. The landing of LCA(Navy) on deck has demonstrated ‘AatmaNirbharta’ in India’s capability to design, develop, construct and operate indigenous Aircraft Carrier with indigenous Fighter Aircraft. It is indeed a landmark achievement being the first time that trials of a prototype aircraft – indigenously designed & produced by Aeronautical Development Agency (ADA) & Hindustan Aeronautics Limited (HAL), has been successfully undertaken on an indigenous Aircraft Carrier. Further, the landing of MiG-29K onboard INS Vikrant is also a significant achievement as it marks the successful integration of the aircraft with the indigenous carrier as well as further enhances the Combat Readiness of the Navy.

Defence gets Rs 5.94 lakh crore in Budget 2023-24, a jump of 13% over previous year

New Delhi, 1st Feb 2023: The Raksha Mantri exuded confidence that the Union Budget 2023-24 will help in achieving the Government’s goal of making India a $5 trillion economy and among the world’s ‘Top Three’ economies within a few years.New Delhi, 1st Feb 2023: The Armed Forces have to be battle ready to meet any eventuality. Towards that end, Non-Salary revenue outlay has been enhanced significantly from Rs 62,431 crore in Budget Estimates (BE) 2022-23 to Rs 90,000 crore in BE 2023-24, representing a 44% jump. This expenditure is expected to close critical gaps in the combat capabilities and equip the Forces in terms of ammunition, sustenance of weapons & assets, military reserves etc. This Budget has also sustained the thrust on Modernisation and Infrastructure Development of the Defence Services, by continuing an upward trend in Capital Outlay. The Union Budget for Financial Year 2023-24 envisages a total outlay of Rs 45,03,097 crore. Of this, Ministry of Defence has been allocated a total Budget of Rs 5,93,537.64 crore, which is 13.18 % of the total budget. This includes an amount of Rs 1,38,205 crore for Defence Pensions. The total Defence Budget represents an enhancement of Rs 68,371.49 crore (13%) over the Budget of 2022-23. Highlights: Increase in the Non-Salary/operational allocations In keeping with the Government’s resolve and focus towards maintaining a high level of Operational Preparedness of the Defence Services to face current and future challenges, the Non-Salary Revenue/operational allocation gets a boost of Rs 27,570 Crore, with the budgetary outlay under this segment augmented from Rs 62,431 crore in BE 2022-23 to Rs 90,000 crore in BE 2023-24. This will cater to sustenance of Weapon Systems, Platforms including Ships/Aircrafts & their logistics; boost fleet serviceability; emergency procurement of critical ammunition and spares; procuring/hiring of niche capabilities to mitigate capability gaps wherever required; progress stocking of military reserves, strengthening forward defences, amongst others. As a precursor to this increase in the Non-Salary Revenue segment, the government during the Mid-term review had also enhanced the operational allotments of the current financial year by Rs 26,000 crore, which works out as 42% of the present allocation. This unprecedented increase in the Revised Estimates 2022-23 has ensured liquidation of the entire carry over liabilities during the current year thereby ensuring that there is no dent in the next year’s operational outlay of the Services. The enhanced allocations in the Budget will also cater to Training Aids & Simulators for Agniveers and ensure that they achieve the set standards of training for induction in the Defence Forces. Thrust on Modernisation & Infrastructure Development Sustained in Union Budget 2023: In the Union Budget 2023-24, the Capital Investment Outlay has been increased steeply for the third year in a row by 33 per cent to Rs 10 lakh crore, which would be 3.3 per cent of GDP. This will be almost three times the outlay in 2019-20. Accordingly, the Capital Allocations pertaining to modernisation and infrastructure development of the Defence Services has been increased to Rs 1,62,600 crore representing a rise of Rs 10,230 crore (6.7%) over FY 2022-23. Also, the increase in the Capital Budget since 2019-20 has been Rs 59,200 crore (57%). This increase is a reflection of the Government’s commitment towards sustainable augmentation in the area of modernisation & infrastructure development of the Defence Services. MoD is committed towards infrastructure strengthening in the Border Areas, particularly the Northern Borders. Accordingly, the Capital Budget of Border Roads Organisation (BRO) has been increased by 43% to Rs 5,000 crore in FY 2023-24 as against Rs 3,500 crore in FY 2022-23. Also, the allocation under this segment has doubled in two years since FY 2021-22. This will boost the Border infrastructure thereby creating strategically important assets like Sela Tunnel, Nechipu Tunnel & Sela-Chhabrela Tunnel and will also enhance border connectivity. Recognising the crucial role of Research, Innovation and Technological development towards capacity building of the Armed Forces as well as fueling India’s Mission of Aatmanirbharta Towards strengthening Research and Development in Defence, the allocation to DRDO has been enhanced by 9%, with a total allocation of Rs 23,264 crore in BE 2023-24. To further foster innovation, encourage technology development and strengthen the Defence Industrial ecosystem in the country, iDEX and DTIS have been allocated Rs 116 crore and Rs 45 crore respectively representing an enhancement of 93% for iDEX and 95% for DTIS over 2022-23. This will fulfill the Ministry of Defence’s vision to leverage ideas from bright young minds across the country. The Union Budget 2023-24 has announced a National Data Governance Policy to unleash innovation and research by start-ups and academia. This will enable access to anonymized data which will further boost the Defence Start-ups and iDEX scheme. The Union Budget 2023-24 has also announced that the revamped Credit Guarantee scheme for MSMEs which will take effect from 1st April 2023 through infusion of Rs. 9,000 Crore in the corpus. This will enable additional collateral-free guaranteed credit of Rs 2 lakh crore. Further, the cost of the credit has also been reduced by about 1 per cent. This scheme will give a further fillip the MSMEs associated with the Defence Sector. Budgetary provision to comprehensively raise the overall ease of living for our esteemed veterans The Defence Pension Budget registers a notable jump of 15.5 % in FY 2023-24. In absolute terms, this amount is Rs 1,38, 205 Crore in BE 2023-24 against Rs 1,19,696 crore in BE 2022-23. Further, RE 2022-23 allocations at Rs 1,53,415 crore records a significant jump of 28%, amounting to Rs 33, 718 crores. This includes an amount of Rs 28,138 Crore to meet the requirement on account of revision of Armed Forces Pensioners/ Family Pensioners under One Rank One Pension (OROP). Towards the Government’s commitment in transforming Healthcare outreach to our veterans, Defence Budget 2023-24 registers a notable increase of 52% in the allotment for Ex-Servicemen Contributory Health Scheme (ECHS) with BE allocation of Rs. 5431.56 Crore in FY 2023-24 against Rs. 3582.51 Crore in FY 2022-23.

‘Veer Guardian 2023’ Joint Air Defence Exercise between IAF & Japan concludes

Japan,30th January 2023: The inaugural edition of the bilateral air exercise ‘Veer Guardian 2023’ between the Indian Air Force (IAF) and Japan Air Self Defence Force (JASDF) concluded in Japan, on 26 January 2023. The JASDF participated in the exercise with its F-2 and F-15 aircraft, while the IAF contingent participated with the Su-30 MKI aircraft. The IAF fighter contingent was complemented by one IL-78 Flight Refueling Aircraft and two C-17 Globemaster strategic airlift transport aircraft. During the joint training spanning 16 days, the two Air Forces engaged in complex and comprehensive aerial manoeuvres in multiple simulated operational scenarios. The exercise involved precise planning and skillful execution by both the air forces. IAF and JASDF engaged in air combat manoeuvring, interception and air defence missions, both in Visual and Beyond Visual Range settings. Aircrew of the two participating Air Forces also flew in each other’s fighter aircraft to gain a deeper understanding of each other’s operating philosophies. Exercise ‘Veer Guardian 2023’ provided the two Air Forces with an opportunity to enhance mutual understanding. The exercise also witnessed numerous ground interactions between IAF and JASDF personnel wherein various aspects were discussed by both sides. This enabled the participating contingents to obtain an invaluable insight into each other’s best practices and learn from each other’s unique capabilities.

RM reviews Aero India 2023 preparations during apex committee meeting

New Delhi, 24th Jan 2023: Raksha Mantri Rajnath Singh reviewed the preparations of the forthcoming 14th edition of Aero India during the apex committee meeting held in New Delhi on January 24, 2023. He was given a detailed account of the arrangements, which will be held in Bengaluru between February 13-17, 2023.Rajnath Singh exhorted all the stakeholders to ensure fool-proof arrangements for the participants. He said, Aero India 2023 will not just be an event, but a display of the growing prowess of the defence & aerospace sector and the rise of a strong & self-reliant ‘New India’. The five-day event, on the theme ‘The runway to a billion opportunities’, will be the largest-ever aero show organised at Air Force Station, Yelahanka in a total area of around 35,000 sqm. As on date, 731 exhibitors have registered for the event. Defence Ministers’ Conclave, with the theme ‘Shared Prosperity Through Enhanced Engagement in Defence (SPEED)’, and a CEOs Roundtable are among the marquee events. The Manthan start-up event and Bandhan ceremony, which witnesses signing of MoUs, will also be part of the event, along with a fabulous air show on all the five days. It will showcase the paradigm shift the Government has brought in the aim of organising such events, that also include DefExpo. The events have been restructured with focus on increasing defence exports and forging partnerships rather than merely import of weapons/equipment. The RM pointed out that the Indian defence industry is going through a transformational phase and the active participation of the private sector is the biggest catalyst to that change. “Not just the private sector, but R&D establishments and academia are also working together with the Government. Aero India is a medium to provide a platform to all the stakeholders to jointly strengthen the defence & aerospace sector and contribute to Nation Building,” he added. RM emphasised that while Aero India is a business event, it also aims to strengthen India’s relations with other countries. He also underlined the importance of these events for the business ecosystem of the states in which they are organised as well as available opportunities. The RM commended Bengaluru for successfully organising several editions of AeroIndia, saying that the event is shaping Karnataka as an epicenter of aviation and aerospace industry. He described Karnataka as one of the leading states which contributes to the economic growth of the country. “The state is known for its skilled manpower and robust defence manufacturing ecosystem. It is a preferred center for manufacturing and R&D activities for domestic & multinational defence and aviation companies,” he said. Shri Rajnath Singh noted the excellent coordination among the officials of MoD and the Karnataka Government to make the event a grand success. Karnataka Chief Minister Basavaraj Bommai and state government officials joined the meeting through video conferencing, while Chief of Defence Staff General Anil Chauhan, Chief of the Air Staff Air Chief Marshal VR Chaudhari, Chief of the Naval Staff Admiral R Hari Kumar, Chief of the Army Staff General Manoj Pande, Defence Secretary Shri Giridhar Aramane and other senior officials of Ministry of Defence attended the meeting physically.

Transport Aircraft for IAF to be made in India by Airbus Defence & TATA consortium

Vadodra; 27th October 2022: In a major boost to ‘Make in India’ and domestic aviation manufacturing, Prime Minister Shri Narendra Modi will lay the foundation stone of a transport aircraft manufacturing project for the Indian Air Force (IAF) at Vadodara, Gujarat on October 30, 2022. Raksha Mantri Shri Rajnath Singh, Minister of Civil Aviation Shri Jyotiraditya M Scindia and Gujarat Chief Minister Shri Bhupendrabhai Patel are among those who will attend the function. It may be recalled that the Cabinet Committee on Security had, on September 08, 2021, approved the procurement of 56 C-295MW transport aircraft from M/s Airbus Defence and Space S.A., Spain. On September 24, 2021, Ministry of Defence signed a contract with M/s Airbus Defence and Space S.A. for acquisition of the aircraft with associated equipment. Addressing a press conference in New Delhi on October 27, 2022, Defence Secretary Dr Ajay Kumar said, as part of the contract, 16 aircraft will be delivered in flyaway condition and 40 will be manufactured in India by the Indian Aircraft Contractor, TATA Consortium of Tata Advanced Systems Limited (TASL) and Tata Consultancy Services (TCS) led by TASL. This is the first project of its kind in which a military aircraft will be manufactured in India by a private company. The total cost of the project is Rs 21,935 crore. The aircraft can be used for civilian purposes as well. Delivery schedule The first 16 fly-away aircraft are scheduled to be received between September 2023 and August 2025. The first Made in India aircraft is expected from September 2026. Aircraft capability C-295MW is a transport aircraft of 5-10 tonne capacity with contemporary technology that will replace the ageing Avro aircraft of IAF. It has a rear ramp door for quick reaction and para dropping of troops and cargo. Short take-off/land from semi-prepared surfaces is another of its features. The aircraft will strengthen the logistic capabilities of the IAF. Aatmanirbharta The project offers a unique opportunity for the Indian private sector to enter into technology intensive and highly competitive aviation industry. It will augment domestic aviation manufacturing resulting in reduced import dependence and expected increase in exports. Also, 96% of the total man hour work per aircraft that Airbus employs at its manufacturing facility at Spain will be undertaken in India by the TATA Consortium. Manufacturing of over 13,400 Detail Parts, 4,600 sub-assemblies and all the seven Major Component Assemblies will be undertaken in India, along with tools, jigs and testers. Various systems such as engines, landing gear, avionics, EW suite etc. will be provided by Airbus Defence & Space and integrated on the aircraft by the TATA Consortium. The aircraft will be tested as an integrated system by the TATA Consortium. The aircraft will be flight tested and delivered through a Delivery Centre at the TATA Consortium facility. All 56 aircraft will be fitted with indigenous Electronic Warfare suite of Indian DPSUs – Bharat Electronics Ltd and Bharat Dynamics Limited. After completion of delivery of 56 aircraft to IAF, M/s Airbus Defence & Space will be allowed to sell the aircraft manufactured in India to civil operators and export to countries which are cleared by the Government of India. Employment Generation The TATA Consortium has identified more than 125 in-country MSME suppliers spread over seven states. This will act as a catalyst in employment generation in the aerospace ecosystem of the country and is expected to generate 600 highly skilled jobs directly, over 3,000 indirect jobs and an additional 3,000 medium skill employment opportunities with more than 42.5 lakh man hours of work within the aerospace and defence sector of India. Nearly 240 engineers will be trained at Airbus facility in Spain.

He is also facing most tumultuous timing due to the ongoing financial stress in the Aviation sector due to ATF rising cost and long airspace restrictions resulting in mounting losses for Indian carriers. Despite of all the ground level challenges,the minister is addressing new things on regular basis which keeps the sector motivated. We have featured many such developmental works in this edition done under his guidance which will be interesting to read.

Our lead story on “ The West War” is another important feature which covers the ground level reality of the challenges faced by the Aviation sector. Its though time ahead and we believe it will pass soon .
