MAKE IN INDIA PROPOSITION: INDIGENOUS HELICOPTER BY PRIVATE SECTOR

By Capt. Peeush Kumar In an honest spirit of ‘Aatma Nirbhar Bharat’, visible disposition of Indian helicopter industry oriented around DPSUs triggers subject genesis. Realised levels of R&D by DPSUs in helicopter design, development & manufacture are undoubtedly positive takeaways. However, placing a competitive product in top-of-the-line world market remains to be an Indian ambition since trailing about 35-40 years from contemporary capabilities. Proposition here converges to systematically fielding helicopter(s) in world market built through an indigenous ecosystem. Necessity of a competent ecosystem to produce a commercially viable competitive product in aggressive international competition is the pivotal motive of this argument. Helicopters are ranked on safety, role effectiveness, reliability, availability, post-sales support and operating costs. Performance attributes translate into role effectiveness while reliability, availability and operating costs are primarily elements of maintenance domain. These maintenance domain elements have been a bane for prevalent indigenous helicopter fleet. Evident from minimal presence of indigenous helicopters with civil operators, privately owned helicopter operators passively reflect litmus test results of this offering. Inflating numbers through counting platforms of armed forces would naturally be unreasonable. Operation of helicopters without favourable attributes surrounding aforesaid elements is therefore a non-starter. Dependency on foreign vendors for critical systems/core technologies, sub-optimal contract management and conflict of interest in quality assurance & control (QA/QC) entities surface improvement areas. Convenient, continued dependency on foreign vendors has resolved into a noticeable R & D deficit. Resulting absence of indigenous ecosystem for manufacturing helicopter sub-systems, critical assemblies and core technologies serves to non-viability of a sustainable competitive product in world market. QA/QC elements organised under common apex authority with that of OEM (Original Equipment Manufacturer) are natural to be tied down with conflict of interest. It isn’t a surprise that product quality is at the receiving end of aforementioned draggers. Set up of product relevant R&D Opportunities for R & D work are seldom feasible through promulgated QRs (Qualification Requirements) of armed forces to DPSUs. Against deadlines, readily available solutions usually from foreign lands are assembled for a final product. Later replacement of system/components/assemblies as retro modification on these helicopters merely opens a regressive window of R & D which on maturity is obsolescence ready. A real-world R&D must therefore pre-emptively target competing products relevant to a future realisable timeline. Seed funding for R & D is unlikely to be a rare resource for verifiable projects to transform into a reality. Risks of developing a complex machine with multiple sub-systems like helicopter includes schedule upsets by lack of integral/committed MSMEs for dependable components of quality. India’s access to vast pool of affordable talent and extensive but scattered resources may be best deployed through contemporary management tools instead of a DPSU. Entrepreneurial attitude of ‘Start Up’ generation with an appetite of acing can further already created DPSU foundations through MSMEs. An R&D adequate ecosystem complemented by support of critical assemblies/components is a great framework for a solid final product. Independent certification agencies (DGCA) should be integral to such a program for in-time advisories at all stages of development and avoid later setbacks of costs and timeline. It is critical that QA/QC entities hold adequate authority in matters affecting safety and performance. An implementable possibility of above scheme may be found on the unconventional road. A limited objective project aligned with Skunk Works® philosophy suited for big, unconventional challenges matches this ‘Job Description’. Proven techniques of Skunk Works® pivot on small, isolated, highly motivated team under dynamic leadership. The set-up is built for high quality outcomes through engineering independence, informal disposition and a general risk acceptance in routine processes. Aforesaid has the potential to trigger prevalent Indian ecosystem through a limited horizon project of consequence. The initiative could inject confidence for contextual technical capability on a timed roadmap for a sustainable, commercially viable umbrella product of quality. A comparison with ISRO milestones may be intriguing that has delivered extremely complex products from humble beginnings within similar framework of Indian ecosystem. Indigenous R&D Based on open-source development timelines of Robinson® R22/R44 helicopter and available indigenous R & D with DPSUs, 3-4 years for design and development of prototype trainer helicopter is a fair, competitive expectation. Recently matured ‘Strategic Partnership’ format for Indian Navy’s NUH program may be ready template after obvious modifications. Shortlisted bidders of this program must select at least one major indigenous assembly/system from transmission, power plant, flight & vehicle management system or main & tail rotor blades. Qualifying for next phase of manufacturing must be earned through performance, reliability, availability and operating cost, improving on presently successful Robinson® R66 helicopter through a ‘Fly off’ demonstration. Program support by existing facilities at DPSUs and/or transfer of indigenous R&D inputs may be considered, if made available for this nation building campaign. Absence of these public funded facilities would however unfortunately translate into extension of proposed timeline. DGCA’s CAR21 (CAR Section 6, Series B) prescribes procedural requirements for issue of type certificates. The document covers matters related to design, manufacture, airworthiness, repairs, requirements for approval of design and production organisations. DGAQA for QA/QC oversight and DGCA for regulatory guidance must be consulted at all stages of design and development for avoidable setbacks. Key members’ teaming as single point responsibility would help effectively embrace recommended Skunk Works® philosophy. A preliminary market survey for potential customers of said trainer helicopter may be undertaken to chart out client potential of final product and risk sharing possibilities. Proposed attempt to liven up latent potential of Indian R & D with reduced government expenditure, quality manufacturing in aviation sector and effective talent deployment should be reasonable motive forces amongst government offices. For business houses, it’s an offer to diversify into a relatively virgin sector. Nevertheless, an attempt to break off from existing monopoly to a competitive market would not be hurtful to any sector, least of all for nation building. (The writer is a certified experimental test pilot for rotary wing aircrafts and a Type Rating Examiner with experience on more than 20+ helicopters and aeroplanes.)

Lt General Anil Chauhan (Retd) appointed as Chief of Defence Staff (CDS)

New Delhi,28th Sept.2022: The Government has appointed Lt General Anil Chauhan (Retired) PVSM, UYSM, AVSM, SM, VSM as the next Chief of Defence Staff (CDS) who shall also function as Secretary to Government of India, Department of Military Affairs with effect from the date of his assumption of charge and until further orders. In a career spanning over nearly 40 years, Lt Gen Anil Chauhan had held several command, staff and instrumental appointments and had extensive experience in counter-insurgency operations in Jammu & Kashmir and North-East India. Born on 18th May 1961, Lt Gen Anil Chauhan was commissioned into the 11 Gorkha Rifles of the Indian Army in 1981. He is an alumnus of the National Defence Academy, Khadakwasla and Indian Military Academy, Dehradun. In the rank of Maj General, the officer had commanded an Infantry Division in the critical Baramula sector in the Northern Command. Later as Lt General, he commanded a corps in the North East and subsequently went to become the General Officer Commanding-in-Chief of the Eastern Command from September 2019 and held the charge until his retirement from the service in May 2021. In addition to these command appointments, the officer also tenanted important staff appointments including the charge of Director General of Military Operations. Earlier, the officer had also served as a United Nations mission to Angola. The officer superannuated from the Indian Army on 31 May 2021. Even after his retirement from the Army, he continued to contribute to national security and strategic matters. For his distinguished and illustrious service in the Army, Lt General Anil Chauhan (Retired) was awarded the Param Vishisht Seva Medal, Uttam Yudh Seva Medal, Ati Vishisht Seva Medal, Sena Medal and Vishisht Seva Medal.

IATA to Trial CO2 Emission Calculator for Air Cargo with Etihad

27th September 2022, London: The International Air Transport Association (IATA) will be trialing a CO2 emissions calculation tool specifically developed for cargo flights together with Etihad Airways. To effectively manage and report on sustainability progress, the entire value chain – shippers, forwarders, investors and regulators – along with consumers are asking for reliable and trustworthy data calculations. This trial will provide a valuable proof of concept for the cargo component of the IATA CO2 Connect carbon calculator. IATA has been successfully providing IATA CO2 Connect for passenger flights since June this year, with actual fuel burn data of 57 aircraft types representing ~98% of the active global passenger fleet . By using airline specific data on fuel burn and load factors, it is the most accurate in the market. Calculating the carbon impact of cargo shipments has more challenging parameters, not least of which is the unpredictability of routing at time of booking an air cargo shipment that can often include non-air segments. In addition, cargo can be carried on both dedicated freighter aircraft and in the bellies of passenger aircraft. To achieve equal levels of accuracy to the passenger calculator, it is essential to collect actual data on fuel burn, load factors and other key variables in trials. IATA will be working with Etihad Cargo to track the necessary data for cargo shipments during a three-month trial. Etihad will be sharing data from flights and advising on various use cases to achieve the highest levels of accuracy, consistency and transparency. By mid-2023 IATA aims to launch CO2 Connect for Cargo providing the industry with precise and consistent methodologies for both passenger and cargo operations. “With a strong commitment to innovation, Etihad Cargo actively seeks out and facilitates the development, trials and launch of promising solutions for its customers and partners. The airline’s development with IATA demonstrates the ability and willingness to co create solutions to support Etihad Cargo’s journey to achieving net zero carbon emissions by 2050 and demonstrates the carrier’s agility in adopting state-of-the-art technology and digital solutions. IATA’s CO2 Connect carbon calculator will be an effective tool in making the transportation of cargo more sustainable and will benefit not only Etihad Cargo’s customers but also the wider air cargo sector in the future” said Martin Drew, Senior Vice President Global Sales & Cargo at Etihad Aviation Group. “Aviation will achieve net zero carbon emissions by 2050. And our customers—travelers and shippers—need accurate information on the emissions related to their activities to manage their own commitments and reporting obligations. For all these purposes, accurate data is critical. IATA CO2 Connect already provides this for passenger operations. This trial with Etihad will help us in bringing an industry-leading carbon calculator for cargo in the coming months,” said Frederic Leger, IATA’s Senior Vice President for Commercial Products & Services.

Indian Navy’s P8i aircraft Participates in Exercise Kakadu

New Delhi, 28th Sept 2022: A P8I Long Range Maritime Patrol Aircraft of the Indian Navy participated in the Multinational Maritime Exercise Kakadu 2022 hosted by Royal Australian Navy in Darwin from 12 to 25 Sep 22, along with INS Satpura. The exercise had the participation of 34 aircraft from over 20 nations. The maiden participation of the P8I provided an enhanced exposure to the aircrew, augmenting the understanding of the varied nuances of collaborative Anti-Submarine and Anti-Surface Warfare operations in a complex multi-threat scenario. The seamless operations conducted by P8I in consonance with the exercise theme ‘Partnership, Leadership, Friendship’ along with USN and RAAF P8s enabled refining joint SOPs and enhance interoperability and reaffirm Indian Navy’s commitment to the Indo-Pacific.

DRDO Conducts Successful Flight Tests of Very Short Range Air Defence System (VSHORADS) Missile

New Delhi, 28th Sept 2022: DRDO conducted two successful test flight of Very Short Range Air Defence System (VSHORADS) missile on 27 Sep 2022 from a ground based portable launcher at the Integrated Test Range, Chandipur, off the coast of Odisha. VSHORADS is a Man Portable Air Defence System (MANPAD) designed and developed indigenously by DRDO’s Research Centre Imarat (RCI), Hyderabad in collaboration with other DRDO laboratories and Indian Industry Partners. VSHORADS missile incorporates many novel technologies including miniaturized Reaction Control System (RCS) and integrated avionics, which have been successfully proven during the tests. The missile, meant for neutralizing low altitude aerial threats at short ranges is propelled by a dual thrust solid motor. The design of the missile including launcher has been highly optimized to ensure easy portability. Both the flight tests have completely met the mission objectives. Raksha Mantri, Shri Rajnath Singh complimented and appreciated the efforts of DRDO and industry partners and said that this new missile equipped with modern technologies will give further technological boost to the Armed Forces. Secretary DDR&D and Chairman DRDO congratulated the entire VSHORADS team for this tremendous success.

43rd ICAO Edward Warner Award bestowed on Dr. Ángela Marina Donato

Montréal, 27 September 2022: The Edward Warner Award, acknowledged as the highest honour in the world of civil aviation, was posthumously conferred by the ICAO Council on Dr. Ángela Marina Donato of Argentina. Named in honour of the first President of the ICAO Council, Dr Edward Warner, the award is bestowed, in the form of a gold medal, on an individual or institution, in recognition of outstanding achievements in international civil aviation. Dr. Donato was selected in light of her eminent contributions to the development of international civil aviation throughout her career, and for serving as a beacon of ambition and accomplishment to several generations of women pursuing aviation careers. The award ceremony took place on the opening day of ICAO’s 41st triennial Assembly and was led by the current President of the ICAO Council, Salvatore Sciacchitano. President Sciacchitano highlighted Dr. Donato’s leadership roles as the Undersecretary of Commercial Air Transport of Argentina; Director of the Air Transport Bureau of ICAO; Secretary of the Latin American Civil Aviation Commission; and Secretary General of the Latin American Association of Air and Space Law. Dr. Donato devoted her life to cultivating expertise in multiple aviation fields, and to training several generations of specialists. This prolific work led ICAO and the International Aviation Women’s Association to recognize her in 2014 as one of the 70 most outstanding women in world aviation history. The award was accepted by Sebastian Donato, a family member of the late Dr. Donato.

MoU signed between International Solar Alliance(ISA) and International Civil Aviation Organisation (ICAO)

Montreal; 28th Sept 2022: On the sidelines of the 42nd Session of the International Civil Aviation Organisation (ICAO) Assembly in Montreal, a Memorandum of Understanding (MoU) was signed between International Solar Alliance (ISA) and ICAO in the presence of Jyotiraditya M. Scindia, Minister of Civil Aviation of India, H.E. Monsieur Clement Beaunne, Minister of Transport of France and Salvatore Sciacchitano, President of the ICAO Council. The MoU was signed by Juan Carlos Salazar, Secretary-General, ICAO and Joshua Wycliffe, Chief of Operations, ISA.During the visit of Jyotiraditya Scindia to Montreal in May 2022, the idea of ICAO becoming a partner organisation of ISA was mooted by the Minister in his meeting with the President of ICAO. In a period of four months, the MoU was agreed and concluded. The conclusion of the MoU between ISA and ICAO in the presence of Ministers from India and France carries forward the legacy of the bold initiative laid down by Shri Narendra Modi, Prime Minister of India and H.E. Francois Hollande, former President of France in 2015 at COP 21 in Paris. The ISA is an alliance of 121 signatory countries and 32 partner organizations including many UN organizations. ISA works for efficient consumption of solar energy to reduce dependence on fossil fuels. ISA strives to devise cost effective and transformational solutions for using renewable energy to member countries with a particular focus in delivering on impact in LDCs and SlDCs.India has pledged for Net Zero Carbon goal in 2070 in COP 26. Its approach continues to be human-centric, based on respect and national ownership principles, with a commitment to one and all. India has pledged a target of installing 175 GW of renewable energy of which 100 GW will be solar energy by 2022 and reduction in emission intensity by 33-35% by 2030, to let solar energy reach the most unconnected villages and communities. Cochin International Airport in India became the world’s first fully Solar powered airport in the world in 2015. India, with the support of France, has invited nations to facilitate infrastructure for implementation of solar projects. The alliance has committed one trillion dollars as an investment, and it is committed to making the costs of solar power more affordable for remote and inaccessible communities.ICAO is committed towards reducing carbon emissions in aviation sector through its numerous initiatives and goals. In this noble initiative, the Partnership between ISA and ICAO through this MoU could not have come at a better time, as it will trigger a range of interventions towards developing capacity of States to use solar energy. It will work towards providing information, providing advocacy, capacity building and demonstration projects. It will enable the solarization of aviation sector across all Member States.

Vistara Introduces Digital Rostering Solution for its Crew

New Delhi, 26 September 2022: Vistara has implemented a fully automated crew rostering solution for improved management of its 2500+ cabin crew and pilots across the network. Jeppesen, a Boeing Company, has enabled Vistara to develop effective crew rosters that factor in legal compliance, crew availability, lifestyle preferences and training requirements using a dynamic bidding mechanism. The adoption of the new technology is aimed at further improving Vistara’s operational performance as well as enhancing crew lifestyle. Vistara crew are now able to indicate their lifestyle preferences that are then automatically factored into their individual flight rosters. Options ranging from early morning or late evening flights, frequency of layovers, time off from work, preferred night stop stations and specific flights etc. are now available to the crew, thereby allowing them added flexibility in their schedules. Since implementation, the system has proven to be very effective with the majority of crew rosters being positively influenced as per their indicated preferences. Captain Hamish Maxwell, Senior Vice President – Flight Operations, Vistara said “As a relatively young airline born in the digital age, Vistara is rapidly adopting new technologies and automating processes across all our functions to derive more efficiencies and enhance employee experience. Akasa Air adds Agartala and Guwahati to its network

Delhi, 26 September 2022: Akasa Air announced its foray into the eastern cities of India, taking the tally of its destinations to eight cities with the addition of Guwahati as the seventh and Agartala as its eighth destination. These new flights will provide seamless one stop connectivity between Bengaluru and Agartala with no change of aircraft required at Guwahati. To further enhance connectivity on existing sectors, the airline has also announced additional daily flights on the Bengaluru-Chennai route also commencing from October 21, 2022. Akasa Air has been progressively expanding its operations and will be flying along a total of eleven non-stop routes along eight cities – Ahmedabad, Bengaluru, Kochi, Chennai, Mumbai, Delhi, Guwahati, and Agartala from October 21, 2022. Further, the airline expects to cross the 300 weekly flights mark by the end of its summer schedule.
