AAI Airports taking all precautions in the wake of Cyclone Yaas

New Delhi, 24th May 2021: After facing the devastation of Cyclone Tauktae, Eastern Coast of India is now bracing for Cyclone Yaas. Ministry of Civil Aviation and the Airports Authority of India are closely monitoring the situation with regular Review Meetings. Sh. Pradeep Singh Kharola, Secretary, Ministry of Civil Aviation today chaired a meeting to take stock of the preparedness of various airports that may likely be impacted by the cyclone. The virtual meeting was attended by Sh. Sanjeev Kumar, Chairman, Airports Authority of India, Member (Ops) and Member (Planning), Regional Executive Director (Eastern Region), AAI, Director (Eastern Region), Indian Meteorological Department, Station Commander and SeniorMeteorological Officer, Indian Navy and Airport Directors of airports from Eastern and Southern Regions. Due to heavy rain and winds of 20-25 knots gusting up to 35 knots, scheduledcivil flight operations at the Port Blair Airport in the Andaman & Nicobar Islands has been suspended for today, 24th May, 2021. Senior management at AAI, along with IMD, is consistently monitoring the situation at all other airports in Southern and Eastern India. Secretary (Civil Aviation) instructed that all preventive measuresbe in place at all airportsthat are likely to be impacted by the Cyclone, to minimize any damage. Keeping safety of airport infrastructure, manpower and safe flight operations in mind, airports have been advised to ‘anticipate, plan and protect’ to safeguard the airport infrastructure and civil aviation services. As per the latest Weather Bulletin issued by IMD, after laying practically stationary over East-central Bay of Bengal, Cyclone Yaasis very likely to move slowly north-northwestwards, intensify further into aSevere Cyclonic Storm during next 24 hours and into a Very Severe Cyclonic Storm duringsubsequent 24 hours. It would continue to move north-northwestwards, intensify further andreach Northwest Bay of Bengal near north Odisha and West Bengal coasts by 26th May earlymorning. It is very likely to cross north Odisha-West Bengal coasts between Paradip and Sagarislands around noon of 26th May as a Very Severe Cyclonic Storm. Chairman, Airports Authority of India, along with the senior officers, is closely monitoring the situation with regular Review Meetings. While flights operations at Bhubaneswar, Kolkata, Jharsuguda and Durgapur Airports are likely to be impacted by the Cyclone; Ranchi, Patna, Raipur, Jamshedpur, Bagdogra, Cooch Behar, Vizag and Rajahmundry Airports have been instructed to be on alert in case the cyclonic winds change path. IAG CARGO CONTINUES AID EFFORT TO INDIA WITH FLIGHT CARRYING MEDICAL SUPPLIES

•IAG Cargo and its sister airline British Airways partners with charities including Oxfam, Khalsa Aid and Christian Aid to fly emergency equipment •Boeing 777-200 aircraft full of critical care equipment, PPE and oxygen concentrators •Fuel partner, Air bp supported the flight and IAG Cargo and British Airways have ensured the flight is carbon offset Monday 24 May 2021: IAG Cargo, the cargo division of International Airlines Group (IAG) and its sister airline British Airways has transported further aid to India for the second time in two weeks. The total weight of the cargo-only flight was 18 tonnes, made up of five thousand pieces of urgent medical aid as the crisis continues to grip India. The B777-200 was loaded with PPE supplies and oxygen concentrators for frontline hospital workers from charities including Oxfam, Khalsa Aid, Christian Aid and LPSUK. The flight departed London-Heathrow at 5pm on Friday 21 May and landed in Delhi at 05:45 am (local time) on Saturday 22nd May. IAG Cargo and British Airways has worked with fuel partner, BP to ensure the flight is carbon offset. John Cheetham, Chief Commercial Officer at IAG Cargo said: “We all have a part to play in the continued fight against COVID-19, and I am grateful that we are able to support our Indian friends again with a further 26 tonnes of urgent medical aid during this very difficult time. “I am hugely grateful to all those who have worked hard to make this second relief flight to India happen – IAG Cargo will continue to work with our partners to support India with much needed medical equipment.” IAG Cargo and British Airways have continued to keep a vital air link open between London and India throughout the pandemic, sending aid on scheduled flights, but this is a special charter that has been funded by British Airways and IAG Cargo.

SpiceHealth launches mobile testing laboratory in Aurangabad

Gurugram, May 21, 2021: SpiceHealth, a healthcare company of SpiceJet has launched its first mobile testing laboratory in Aurangabad for conducting RT-PCR tests to check Covid-19 disease. SpiceHealth has conducted more than 2.5 million RT-PCR tests since its launch in November 2020. All SpiceHealth laboratories are accredited by National Accreditation Board for Testing and Calibration Laboratories and Indian Council of Medical Research and each lab can conduct 3,000 tests per day. Terminal connectivity with AirTrain As part of the development program, SFO has recently completed a project to extend the AirTrain electric people mover system to Long-Term Parking. With this accomplishment, the AirTrain now provides seamless connectivity between all terminals, all parking garages, the on-airport hotel, BART station, and Rental Car Center. As transportation to Long-Term Parking was previously provided by shuttle bus, this move is expected to eliminate 600,000 miles of trips annually. “This is the culmination of the long-held ambition for SFO,” said Airport Director Ivar C. Satero. “When the AirTrain opened in 2003, we always envisioned a future project to create this extension to Long-Term Parking. Completing this construction means easier access for travelers, less roadway congestion, and more clean-energy transportation around our Airport. My thanks go out to the entire project team for achieving this milestone in our history.”

HKTB Steps Up Various Promotions to Drive Tourism Recovery

18th May 2021: The Hong Kong Tourism Board (HKTB) held its annual Tourism Update event online this morning (18 May), discussing tourism trends and sharing details of the HKTB’s latest strategic plans with around 2,700 trade representatives from Hong Kong, mainland and overseas travel agencies, attractions, hotels, airlines, retailers, restaurants, meeting and exhibition operators, cruise lines, and other travel sectors. HKTB Executive Director Mr Dane Cheng told the representatives the HKTB was preparing to step up promotions and would launch a new round of the Hong Kong Neighbourhoods campaign. In addition, the HKTB also hopes to relaunch mega events in physical formats to prepare for tourism recovery.Mr Cheng said: “As well as driving local tourism through the Holiday at Home platform, the HKTB has maintained Hong Kong’s international profile with a succession of promotional campaigns throughout the pandemic.“The global economy has started to rebound with Asia predicted to recover sooner and the Mainland expected to outperform other markets in economic growth. Combined with the gradual easing of the pandemic situation in Hong Kong, this makes it a good time for Hong Kong to further raise its profile. Chennai Airport facilitates essential medical supplies for Covid-19 support

New Delhi, 17 May 2021 India’s various airports and their corona warriors are working day and night to ensure the movement and delivery of essential medical supplies across the country.As a part of these efforts, Chennai airport is playing a significant role for the whole southern Indian landscape ensuring that the essential medical supplies are being transported and delivered while our country is fighting the Covid -19 pandemic.From 12th January 2021 to till 15thMay 2021, Chennai airport has handled 44.26 MT of inbound vaccine and related cargo domestically. The bulk of the vaccine tonnage received were Covishield vaccine shipments through Pune/Mumbai Airports and Covaxin vaccine shipment through Hyderabad Airport. An exclusive vaccine corridor was established by AAICLAS (AAI Cargo Logistics and Allied Services Company Limited) and AAI team for smooth delivery of vaccines to the consignee on arrival. The vaccines then get further connected to nearby states and districts. From 1st May to 15th May, 2021, Chennai Airport has received Oxygen concentrator shipments to the tune of 9.53 MT. On the international front, Chennai Airport has received 402.39 MT of inbound medical essentials till 15th May 2021. Most of the consignment can be attributed to oxygen concentrators and medical equipment received from abroad viz; Hong Kong, Shenzhen, Singapore, Doha, Kunming, Istanbul, Bangkok, Kuala Lumpur and France. The airport is extending all possible support to Indian Air Force (IAF) aircraft movements carrying medical oxygen cylinders and essentials for speedy distribution across the country. Since 01st May 2021 IAF brought 900 oxygen cylinders from the UK and 256 oxygen cylinders from Singapore.Oxygen concentrators are also brought in from within the country. Last week also saw an IAF aircraft airlifting liquid oxygen tanker from Chennai Airport. All these movements adhered to the Covid protocols in place. Chennai Airport has organised Covid vaccination camp for employees of AAI and other stakeholders and approximately 2000 frontline workers have been vaccinated.In March 2020, when the first nationwide lockdown was declared due to the Covid- 19 first wave, the cargo movement at Chennai Airport continued undeterred catering to the entire region. A year later, when our country is passing through another precarious phase, the second wave, Chennai Airport is stepping up to support India’s fight against COVID 19. AIRCRAFT MAINTENANCE DOCUMENTATION

WRITTEN BY MANOJ KUMAR P, ASST. DIRECTOR AIRWORTHINESS, DGCA “In Aviation Each Step has a Footprint. And it is called Signature.” During a friendly conversation with one of my friends regarding maintenance on a ship and aircraft, he stated, ‘If a ship has a technical problem at least it can float, whereas an aircraft having the similar problem, it can’t float in air.’ What my friend stated in passing always strikes me and encourages me to do my assigned task with due focus and diligence whenever I perform aircraft maintenance, documentation, auditing, handling stores, etc. Ensuring an aircraft fly safely requires various types of maintenance (preventive, snags, scheduled, unscheduled, etc.) to be performed on the aircraft at various periodicities based on days, flying hours, aircraft engine starts, aircraft landings, aircraft cycles, etc. In aviation, maintenance documentation (referring and recording) ensures that the scheduled maintenance is performed as per the maintenance manuals and in a correct sequence of steps. If any step in any of the maintenance tasks is skipped / missed or done in the incorrect order, it could result in a catastrophe. In aviation history many aircraft accidents have been caused due to such small missteps or missing of small steps. FOR EXAMPLE: a) Small screw which was erroneously left in the maintenance area after maintenance, in due course of time it can get stuck and obstruct the movement of the control columns, or make a hole in any of the hoses or pipelines of the hydraulic, fuel, pneumatic, Oxygen etc. b) Using a wrong size screw or bolt or nut or any other expendable can cause improper securing of the component or equipment or hose etc. This can cause the components falling out of their designated place due to vibrations and malfunction of the component and aircraft systems. So, it is evident that, maintenances on aircraft must be performed step by step as per applicable Manuals and Regulations. In order to ensure that no step of a maintenance task is skipped, Civil Aviation Regulators have mandated the operators to adhere to the maintenance documentation method of signing off and the use of task card / worksheets. A Proper Documentation Gives Us The Following Information: a) Step by step maintenance undertaken. b) Who did the job? c) When was the job done? d) Which special tools were used? e) What were the values of the checks done? f) How much work was finished? g) Which documents were referred? THE REGULATIONS Based on the history of aircraft accidents and incidents, various aviation regulators have stipulated various regulations for maintenance organisations to imbibe and adhere to. Some of the regulations which are applicable to this article are as follows: I) Para 1.4.13 of FAA Advisory Circular No. 145-9A defines Maintenance Function as a step or series of steps in the process of performing maintenance, preventive maintenance, or alterations. II) CAR GM 145.A.48 Performance of maintenance states that, A ‘sign-off’ is a statement issued by the ‘authorised person’ which indicates that the task or group of tasks has been correctly performed. A ‘sign-off’ relates to one step in the maintenance process and is, therefore, different to a certificate of release to service. III) Para (1) of AMC 145.A.48(c) Performance of maintenance states the procedures should be aimed at minimising multiple errors and preventing omissions. The procedures should specify that every maintenance task is signed off only after completion. IV) ‘Critical Maintenance Task’ means a maintenance task that involves the assembly or any disturbance of a system or any part on an aircraft, engine or propeller that, if an error occurred during its performance, could directly endanger the flight safety. GM M.A.402(h) Performance of maintenance and appendix VII of CAR-M/Part M — Complex Maintenance Tasks has stipulated list of complex tasks V) AMC M.A.305(h) Aircraft continuing airworthiness record system states that keeping continuing airworthiness records in a form acceptable to the competent authority normally means in paper form or on a computer database or a combination of both methods. VI) Para 3 of AMC M.A.401(c) Maintenance data states Maintenance tasks should be transcribed onto the work cards or worksheets and subdivided into clear stages to ensure a record of the accomplishment of the maintenance task. Of particular importance is the need to differentiate and specify, when relevant, disassembly, accomplishment of task, reassembly and testing. VII) Para b of M.A.401 Maintenance data states that the applicable maintenance data is: a) any applicable requirement, procedure, standard or information issued by the competent authority or the Agency, b) any applicable airworthiness directive, c) applicable instructions for continuing airworthiness, issued by type certificate holders, supplementary type certificate holders and any other organisation that publishes such data in accordance with CAR 21. d) any applicable data which is accepted by the regulator. UNDERSTANDING THE REGULATIONS Based on the above said regulations it is expected that the AMOs adhere to the regulations and devise an appropriate procedure for maintenance documentation as follows: a) Point I and Point VI mandate operators to identify the complex maintenance tasks of their fleet and prepare the work cards or worksheets with the following provisions: i. Step or series of steps in the process of performing maintenance ii. Maintenance task is subdivided into clear stages. iii. Record of accomplishment of each stage / Provision for signing by the engineer and technician who performed the task with date and time. b) Point II and Point III mandate that an AME needs to sign-off task or group of tasks has been correctly performed by him/her and to be signed only after task completes. c) In Point V, the regulator provides a provision to the operator to maintain the continuing airworthiness records either in paper form or in electronic form or both which are in a form acceptable to the regulator. d) Point VII lists the documents that fall under maintenance data and same needs to be considered for task cards / work sheets and for maintenance too. Talking virtually will be His Excellency Saif Al Suwaidi, Director-General of the UAE’s General Civil Aviation Authority (GCAA) and His Excellency Major General Khalifa Ibrahim Al Saleis, CEO of Security Industry Regulatory Agency (SIRA) that was set up in 2016 to provide Dubai with the highest levels of safety and security. The current edition of Aviation World has covered many areas of Aerospace & Defence based on the latest development in the sector. The front cover highlights three different images, first for the Union Civil Aviation Minister ….. who is leading from the front to steer Indian Civil Aviation sector to witness one of the most interesting phases. He is also facing most tumultuous timing due to the ongoing financial stress in the Aviation sector due to ATF rising cost and long airspace restrictions resulting in mounting losses for Indian carriers. Despite of all the ground level challenges,the minister is addressing new things on regular basis which keeps the sector motivated. We have featured many such developmental works in this edition done under his guidance which will be interesting to read.

Our lead story on “ The West War” is another important feature which covers the ground level reality of the challenges faced by the Aviation sector. Its though time ahead and we believe it will pass soon .
