Swift restoration of airline operations and passenger facilitation measures

New Delhi, 7th December 2025: Current Operational Status The Ministry of Civil Aviation (MoCA) has taken rapid and decisive steps to address the disruption caused by the recent IndiGo operational crisis and to ensure that passengers do not face continued inconvenience. Air travel operations across the country are stabilising at a fast pace. All other domestic airlines are operating smoothly and at full capacity, while IndiGo’s performance has shown steady improvement today, with flight schedules moving back towards normal levels. IndiGo’s flight operations have increased from 706 on 05.12.25 to 1,565 on 06.12.25 and are likely to reach up to 1,650 by the end of today. Airfare Regulation to Prevent Overcharging In light of recent cancellations leading to a shift in demand and temporary surge in airfares, the Ministry intervened and introduced a cap on airfares with immediate effect. This measure ensures fairness and affordability for travellers. Since the implementation of this order, fare levels across affected routes have moderated to acceptable limits. All airlines have been instructed to comply strictly with the revised fare structure. Passenger Refunds and Rescheduling Support To ensure financial protection for passengers, the Ministry issued strict directives to IndiGo requiring that all refunds for cancelled or severely delayed flights be completed by 8:00 PM today. IndiGo has so far processed refunds totalling ₹610 crore. No additional fees are permitted for rescheduling travel impacted by cancellations. Dedicated support cells have been created to proactively assist passengers so that refund and rebooking issues are resolved without delay or inconvenience. Baggage Reconciliation and Delivery The Ministry has also instructed IndiGo to trace and deliver all baggage separated from passengers due to disruptions within 48 hours. Continuous communication is mandated throughout the process. With this push, IndiGo has successfully delivered 3,000 pieces of baggage to passengers across India as of yesterday. Airport Operations and On-Ground Facilitation Airport Directors from Delhi, Mumbai, Bengaluru, Chennai, Hyderabad, Ahmedabad, and Goa have confirmed normal conditions across terminals today. Passenger movement remains smooth with no crowding at check-in, security, or boarding points. On-ground support has been strengthened through enhanced monitoring and timely deployment of assistance by airport operators and CISF. Real-Time Monitoring and Control Measures The MoCA’s 24×7 Control Room continues to function as an integrated coordination hub, overseeing flight operations, airport conditions, and passenger support requirements. Passenger calls are being promptly attended to, with necessary assistance as required. Our teams remain deployed on the ground to supervise operational planning, crew rostering, and passenger handling standards, ensuring full compliance. Reassurance to Passengers The Ministry of Civil Aviation wishes to reassure the travelling public that passenger safety, convenience, and dignity remain the highest priority of the Government of India. The aviation network is moving swiftly toward full normalcy, and all corrective measures will remain in place until operations stabilize entirely. Etihad Airways and Condor announces strategic partnership new Abu Dhabi routes

Abu Dhabi, 8th December 2025: Etihad Airways and the German carrier Condor announced a strategic partnership alongside the launch of new daily flights connecting Frankfurt and Berlin to Abu Dhabi starting Summer 2026 and an extensive codeshare agreement. From 1 May 2026, Condor will operate daily services between Frankfurt and Abu Dhabi using its Airbus A330 aircraft, followed by the launch of daily Berlin-Abu Dhabi flights from 15 June 2026 operated by Airbus A320 aircraft. The new services willsignificantly broaden direct access to Abu Dhabi for German travellers, with seamless onwardconnections to Etihad’s extensive network across the Middle East, Asia, Africa and Australia. Arik De, Chief Revenue and Commercial Officer of Etihad Airways, said: “We are delighted to announce this strategic partnership with Condor and welcome their new services to Abu Dhabi. Germany is a vital market for Etihad, and adding Berlin alongside new Frankfurt options meets clear passenger demand – including a direct capital-to-capital link that further strengthens UAE-Germany ties.” “Above all, this partnership puts the traveller first: Condor guests will discover Abu Dhabi’s award-winning hub and seamless onward journeys across our extensive network, while our customers will benefit from enhanced connectivity to destinations across Germany and beyond.” “This codeshare agreement with Etihad Airways is the great foundation on which we are building our new services to Abu Dhabi to better connect Germany’s capital Berlin and Europe’s financial hub Frankfurt to the GCC and beyond,” said Jens Boyd, Commercial Director and Member of the Executive Committee of Condor. “As we build and expand connectivity within Europe from our home hub in Frankfurt, this first codeshare in Asia is one more step towards Condor becoming a true global player and partnering with the leading airlines across the globe.” These new services complement Etihad’s existing flights to Germany and expand direct, convenient access to Abu Dhabi for even more visitors, supporting the emirate’s growing tourism sector and wider economic ambitions. The move also continues Etihad’s ongoing commitment to attracting major international airlines to Abu Dhabi’s growing aviation ecosystem. Together, Etihad and Condor will offer enhanced connectivity between Europe and the Middle East, Asia and Africa, giving travellers access to over 80 destinations through the combined networks and creating even more opportunities to experience Abu Dhabi and its world-class attractions. Etihad Guest members will be able to earn and redeem miles when flying on the Condor-operated flights between Frankfurt or Berlin and Abu Dhabi, with further loyalty programme benefits to be introduced under the new partnership. The codeshare agreement will be implemented following regulatory approvals, with full details of the cooperation to be announced thereafter.

Doha, 8th December 2025: Qatar Airways Group has announced the appointment of Hamad Ali Al Khater as Group Chief Executive Officer, effective Sunday, 7 December 2025.  He succeeds Engr. Badr Mohammed Al Meer. Al-Khater joins Qatar Airways Group from Hamad International Airport, where he has served as Chief Operating Officer. In that role, he was responsible for ensuring the safety and reliability of airport operations, while leading its strategic direction, operational excellence, infrastructure expansion, and the continuous enhancement of passenger experience. Prior to his tenure at Hamad International Airport, Mr. Al-Khater held senior roles across QatarEnergy, driving business development, deal execution, and leading large-scale strategic and operational initiatives. Gulfstream launches new super-midsize G300 aircraft

Savannah, 5th December 2025: Gulfstream Aerospace has announced the new Gulfstream G300 has made its first flight, demonstrating significant program maturity and officially launching its rigorous flight test program. Introduced on Sept. 30 in Savannah as the latest addition to Gulfstream’s visionary fleet, the G300 represents a new standard in its segment and is poised to redefine the super-midsize category. The first G300 took off from Ben Gurion International Airport at 8:05 a.m. local time and flew for 2 hours and 25 minutes at a speed of Mach 0.75 and an altitude of 30,000 feet/9,144 meters. “With its combination of safety, technology, performance and cabin comfort, the G300 is a game changer for the super-midsize category,” said Mark Burns, president, Gulfstream. “This latest investment, designed to exceed our customers’ expectations for large-cabin features in a mid-cabin aircraft, brings another new category leader to our next-generation fleet. With the addition of the G300, Gulfstream truly offers an aircraft for every mission. Achieving first flight at this stage in the program is a remarkable achievement.” Prior to first flight, the G300 program completed more than 2,000 ground test hours and includes two additional test aircraft already in production.

FLY91 adds extra flights between Hyderabad and Goa

Panaji, 6th December 2025: In response to the challenges faced by stranded passengers who have been unable to find timely travel options in wake of the ongoing constraints in the aviation sector, regional airline FLY91 has introduced extra flights between Hyderabad and Goa over the next three days to help travellers reach their destinations. These flights are being operated to ensure continued access between the two destinations at a time when many passengers are struggling to secure seats on the sector. The additional services will operate as a daily round trip, with flight IC 7001 departing Hyderabad at 2030 hrs and arriving in Goa at 2210 hrs, followed by IC 7002 departing Goa at 2235 hrs and landing in Hyderabad shortly after midnight at 0015 hrs. With Hyderabad and Goa serving as important metro and regional access points, respectively, the enhanced frequency aims to support both leisure and business travellers who rely on consistent services between the two destinations. Manoj Chacko, Managing Director and Chief Executive Officer at FLY91, said: “We understand how difficult this period has been for travellers. By operating these extra services, we are helping in our own way to ensure that people can continue their journeys with confidence. Our focus is on being there for passengers when they need options the most.”

Air India signs bilateral interline partnership with Maldivian

New Delhi, 5th December 2025: Air India and Maldivian have entered into a bilateral interline partnership aimed at boosting connectivity between the two countries. Through this new partnership, Air India will provide access to 16 islands across the Maldives through Maldivian’s network, via Malé. The connection will serve across the archipelago such as Hanimaadhoo, Kooddoo, Gan, Kaadedhdhoo, Kulhudhuffushi, Dharavandhoo, Maafaru, and Kadhdoo, among others. This also enables Maldivian to serve Air India passengers from Delhi and Mumbai or those connecting through these large hubs onto Maldivian-operated flights from Kochi and Thiruvananthapuram to Malé and Hanimaadhoo Island. The interline partnership enables pax across both carriers to seamlessly travel on a single itinerary that combine Air India and Maldivian flights, ensuring convenient connections and coordinated baggage handling. “The Maldives continues to be one of the most preferred leisure destinations for Indian travellers, and this interline partnership with Maldivian opens the door to the country’s lesser-explored atolls and islands”, said Nipun Aggarwal, Chief Commercial Officer, Air India. “By combining Air India’s extensive global network with Maldivian’s reach across domestic points beyond Malé, guests can now discover the true diversity of the archipelago on a single itinerary.” Air India is the only carrier operating daily flights between Delhi and Malé, providing a direct capital-to-capital link. MoCA action on IndiGo operational crisis – air fare regulation

New Delhi, 6th December 2025: MoCA invokes its regulatory powers to ensure fair and reasonable fares across all affected routes The Ministry of Civil Aviation has taken serious note of concerns regarding unusually high airfares being charged by certain airlines during the ongoing disruption. In order to protect passengers from any form of opportunistic pricing, the Ministry has invoked its regulatory powers to ensure fair and reasonable fares across all affected routes. An official directive has been issued to all airlines mandating strict adherence to the fare caps that have now been prescribed. These caps will remain in force until the situation fully stabilises. The objective of this directive is to maintain pricing discipline in the market, prevent any exploitation of passengers in distress, and ensure that citizens who urgently need to travel — including senior citizens, students, and patients — are not subjected to financial hardship during this period. The Ministry will continue to closely monitor fare levels through real-time data and active coordination with airlines and online travel platforms. MoCA directs IndiGo to clear all pending passenger refunds without delay

New Delhi, 6th December 2025: The Ministry of Civil Aviation has directed IndiGo to clear all pending passenger refunds without delay. The Ministry has mandated that the refund process for all cancelled or disrupted flights must be fully completed by 8:00 PM on Sunday, 7 December 2025. Airlines have also been instructed not to levy any rescheduling charges for passengers whose travel plans were affected by cancellations. The Ministry has clarified that any delay or non-compliance in refund processing will invite immediate regulatory action. Special Passenger Support and Refund Cell To ensure seamless grievance redressal, IndiGo has been instructed to set up dedicated passenger support and refund facilitation cells. These cells have been tasked to proactively contact affected passengers and ensure that refunds and alternative travel arrangements are processed without the need for multiple follow-ups. The system of automatic refunds will remain active until operations stabilise completely. Assurance on Baggage Handling The Ministry has directed IndiGo to ensure that all baggage that was separated from passengers due to cancellations or delays is traced and delivered to the passenger’s residential or chosen address within the next 48 hours. Airlines have been told to maintain clear communication with passengers regarding tracking and delivery timelines, and to provide compensation where required under existing passenger rights regulations. ` Zero-Inconvenience Policy for Passengers The Ministry of Civil Aviation remains in continuous coordination with airlines, airports, security agencies, and all operational stakeholders to ensure that passenger rights are fully protected during this period of disruption. Oversight mechanisms have been reinforced to guarantee proper facilitation for senior citizens, differently-abled passengers, students, patients, and all those requiring urgent travel. 22nd India-Russia Inter-Governmental Commission meeting held in Delhi

New Delhi, 4th December 2025: Raksha Mantri Rajnath Singh and the Defence Minister of Russia Andrei Belousov co-chaired the 22nd session of India-Russia Inter-Governmental Commission on Military & Military Technical Cooperation (IRIGC-M&MTC) at Manekshaw Centre, New Delhi on December 04, 2025. Both sides reiterated that the India-Russia relationship is based on a deep sense of trust, common principles and mutual respect. This meeting precedes the 23rd India-Russia Annual Summit between Prime Minister Narendra Modi and President of Russia Vladimir Putin. Rajnath Singh voiced the Government of India’s determination for capacity building of its indigenous defence industry for both local production and exports, under the vision of ‘Aatmanirbhar Bharat’. He also stressed on new opportunities for enhancing collaboration between both counties across niche technologies. The Russian Defence Minister emphasised on deepening relationship between both the countries which is based on mutual trust. He highlighted that both countries are united by many years of friendship and strategic cooperation. He stated that the Russian Defence Industry is ready to support India towards becoming self-reliant in the field of defence production. Minister Belousov also invited Shri Rajnath Singh to visit Russia to co-chair the 23rd session of IRIC-M&MTC in 2026. At the end, the two Ministers signed the protocol of the 22nd IRIGC-M&MTC meeting highlighting the ongoing and prospective areas of cooperation. Prior to the meeting, Raksha Mantri and the Russian Defence Minister laid the wreath at the National War Memorial, New Delhi and paid respect to the Indian bravery who made the supreme sacrifice in the service of the nation. MoCA high level meet over IndiGo’s operational crisis

New Delhi,4th December 2025: The Ministry of Civil Aviation has taken serious note of the recent operational disruptions and cancellations of flights across IndiGo’s network. Minister of Civil Aviation, Kinjarapu Ram Mohan Naidu, personally chaired a high-level review meeting with IndiGo’s senior management in the presence of the Secretary, Civil Aviation, Director General of Civil Aviation (DGCA), senior officials of the Ministry, and the Airports Authority of India (AAI). During the meeting, IndiGo presented data on cancellations and attributed the disruption to challenges in crew planning and implementation of the revised Flight Duty Time Limitations (FDTL) norms, along with seasonal weather-related constraints. It was noted that the revised FDTL regulations were implemented in phases as per Hon’ble Court directions to ensure improved fatigue management and enhanced flight safety. Ram Mohan Naidu expressed clear displeasure regarding the manner in which the situation has been handled by the airline, and stressed that ample preparatory time had been available to ensure a seamless transition to the new regulatory requirements. The Minister further directed IndiGo to urgently normalize operations and to ensure that there is no increase in airfares due to the current situation. The Minister instructed the airline to proactively inform passengers of any likely cancellations well in advance and to ensure that all necessary facilities, including hotel accommodation where required, are provided promptly to minimize inconvenience. The Minister also held a meeting with senior officers of AAI and directed that all airport directors must continuously monitor the situation on the ground and extend full support to all stranded passengers. He has instructed officials of MoCA to communicate the need for proper coordination among all stakeholders — including airports, ATC, and other airlines — to restore normalcy at the earliest. The DGCA has been directed to conduct strict real-time monitoring of IndiGo’s operations, including field inspections at major airports, with special emphasis on passenger-handling arrangements and timely communication during delays and cancellations. Officers have been deployed to IndiGo’s operational control centers for continuous oversight. The Ministry remains fully committed to ensuring smooth air travel and to safeguarding passenger rights and safety. All aspects of IndiGo’s operational recovery and passenger support measures will continue to be closely monitored until full stability is achieved. The front cover highlights three different images, first for the Union Civil Aviation Minister ….. who is leading from the front to steer Indian Civil Aviation sector to witness one of the most interesting phases. He is also facing most tumultuous timing due to the ongoing financial stress in the Aviation sector due to ATF rising cost and long airspace restrictions resulting in mounting losses for Indian carriers. Despite of all the ground level challenges,the minister is addressing new things on regular basis which keeps the sector motivated. We have featured many such developmental works in this edition done under his guidance which will be interesting to read.

Our lead story on “ The West War” is another important feature which covers the ground level reality of the challenges faced by the Aviation sector. Its though time ahead and we believe it will pass soon .
