By Dr. Arun Lohiya The aviation industry, after undergoing the hiatus due to Covid-19, has started displaying signs of growth and vast potential. By 2026, the Indian leasing market is expected to increase 4.8 times of its value in 2018, making India the third largest aviation market in the world. Moreover, around 80 per cent of the total commercial aircrafts are leased in India due to various reasons like price sensitivity of infrastructure and consumers, financial fragility and operational incentives Another reason for airlines looking for lessors abroad is scarcity of proper leasing companies in India. Finding lessors locally will help in ascertaining favourable terms and conditions, thus helping the lessees. It will also give a major boost to the economy, leading to increased GDP and better retention of financial business and services. The Ministry of Civil Aviation, Government of India made ‘Project Rupee Raftar’— a working group for development of avenues for aircraft financing and leasing activities. The aim behind the constitution of this committee was to develop a strong and indigenous leasing and financing structure. The group had aviation experts, lawyers and financial institutions to ponder on policy and implementation issues. On 20 December 2019, the International Financial Services Centre Authority Act (IFSCA) was enacted by the Parliament to establish an IFSC Authority. As a result, Gujarat International Finance Tec-City (GIFT City) came into existence. Then the Central Government categorised—aircraft leases (including operating and financial leases); any hybrid of operating and financial leases of aircraft or helicopters; and engines of aircraft or helicopters—as financial products under the IFSCA Act 2014. This opened prospects for formation of an aircraft leasing market in India, particularly in the GIFT City. Leasing in GIFT City includes an operating lease, sale leaseback, novation, purchase, transfer, assignment and any other related activity. “Touted as the country’s first operational green field smart city laced with best-in-class infrastructure to strengthen business and commerce, GIFT city is located in 105 hectares of special economic zone. An aircraft leasing company can set up themselves as an LLP, or a trust with a minimum capital of US$200,000 (or equivalent) and can deal in freely convertible currency and maintain a Rupee account to defray administrative expenses.” GIFT City also offers an elaborate range of tax incentives. In the 2021-22 Union budget, the government introduced various additional tax breaks like tax holiday for lessors and exemption from payment of withholding tax concessional corporate tax rates with the aim to encourage lessors to establish their units in IFSC. GIFT also provides a financially feasible environment with assemblage of financial agencies, including public and private sector banks, asset management companies and service providers. At present, India has 700 aircraft (commercial side) and India airlines have around 800 planes currently on order that are planned to be delivered in the next half a decade. However, despite this regulatory regime, there are numerous challenges and problems, aviation as an industry relies heavily on capital expenditure and funding from banks that are reluctant in financing aircraft because of the unclear regulatory regime. Furthermore, logistical issues like lack of airports poses a crucial challenge to aircraft lessors because newly leased aircraft are required to be stationed at a proper place. According to the current regime, an aircraft lessor at GIFT is excused from custom duty. However, uncertainty among custom officials is frequent resulting in procedural postponements. Even though the aircraft leasing and finance industry in India has growth prospects, it is imperative for the sector to identify and rectify the key bottlenecks. The country is required to build a conducive tax regime supported by authorities for private enterprise to grow and contest with the existing occupants. Moving on to some of the major bottlenecks to the airplane leasing industry—Competitive Tax Regime is a major hurdle in development of leasing businesses. The effective tax rates in countries like Singapore, Hong Kong, Ireland, etc. is between 10-17 per cent. In addition, firms in aircraft leasing businesses pay taxes at an even lower tax rate of 5-10 per cent in the above mentioned countries. The corporate tax rate in India, however, is 25 per cent for domestic businesses with turnover of up to Rs 250 crore and 30 per cent for businesses with higher turnover. This is much higher in comparison with countries with established leasing industries.Decreased and competitive tax rate for aircraft leasing firms is essential to build a viable leasing and financing market in the country. Secondly, withholding tax is a crucial decisive factor for the airline operators and also attracts most of the lessors’ attention. It is a general practice that lessors pass the withholding tax burden on to a lessee in the form of five years lease rentals. Since, withholding tax is levied on lease rental paid by the lessee or operator, a high withholding tax implies high cost of leasing to the airline operators. Based on the Airline Economics and AirFinance Journal conferences held in Dublin in May 2022, some of the most common trends are as following: 1.ESG: The upgradation of fleet and numerous green initiatives by major stakeholders have helped a great deal in reducing the sector’s carbon footprint. A common census, on making more efforts towards choosing eco-friendly ways, emerged from major players. Some of these solutions include increased use of SAF as supply increases and costs come down, and eventually use eVTOLs for lower capacity, short-haul transport. 2.Emergence of Alternate Capital Sources: For lessors, expanding funding channels remains to be a priority. Private equity’s existence is ever-growing and private equity firms have brought added competition in the debt markets. Especially while conventional financiers assumed a “wait and see” method, these substitute capital providers have shown an intention and capacity to step in and meet financing needs. 3.Potential Consolidation: A

AirAsia India leads OTP charts for the fourth month consecutively as per the DGCA reports

National, 19th August 2022 AirAsia India continued its dominance as the most punctual airline in India, as per the data reported by the Directorate General of Civil Aviation (DGCA). In July 2022, the airline topped the charts with 95.5% On Time Performance across the four metro airports reported by the DGCA – Bengaluru, Delhi, Hyderabad and Mumbai. AirAsia India has led the OTP charts consistently in April, May, June 2022 as well, making it fourth time in a row. Akasa Air operates its maiden flights on the Bengaluru-Mumbai route

Bengaluru, 19 August 2022: After successfully taking off on the Mumbai-Ahmedabad and Bengaluru-Kochi routes, Akasa Air, India’s newest airline, today inaugurated its first flights on the Bengaluru-Mumbai route enabling the airline to offer twice-daily flights in each direction on the Bengaluru-Mumbai route. Further expanding its operations on the Bengaluru-Mumbai route, the airline will commence one additional daily flight from August 30, 2022, and another from September 19, 2022. In addition, strengthening its pan-India network connectivity, the airline has also added a new route between Bengaluru and Chennai, which will commence from September 10, 2022. In line with the airline’s vision of adopting a phased approach to grow its network across India, Akasa Air has already announced flights for six routes across five cities, including Mumbai, Ahmedabad, Kochi, Bengaluru, and Chennai. Commenting on the maiden flight and the new route, Praveen Iyer, Co-Founder, and Chief Commercial Officer, Akasa Air, said, “We have achieved yet another milestone today with the launch of commercial flights on the Bengaluru – Mumbai route. We believe that strong interconnectivity between these cities is imperative as a catalyst for the rapid progression of our country’s industrial and technological prowess. We are excited to offer connectivity between the two major aviation hubs that rank among the top three busiest airports across the country. Chennai is the fourth city we are connecting with Bengaluru, as we constantly augment this important sector. From September 10 we will offer double-daily flights in each direction on this new route”. The airline started its commercial operations with two aircraft and received its third aircraft on August 16, 2022. It will continue to grow its fleet by adding one new aircraft every two weeks with a view to establish a strong pan-India presence with a focus on metro to tier 2 & 3 route connectivity. Akasa Air’s fleet size will be 18 aircraft by the end of March 2023 and over the next four years, the airline will add 54 additional aircraft, taking its total fleet size to 72 aircraft.

Kolhapur Airport to get new terminal building with enhanced capacity and world-class facilities

Delhi: 18th August 2022: Considering the tremendous passenger traffic growth at the Kolhapur airport, Airports Authority of India has undertaken the work for developing the airport for enhanced capacity. The development project includes construction of a new terminal building, strengthening of existing runway, extension of runway, construction of new apron and isolation bay. Kolhapur Airport has been identified for RCS operations under UDAN scheme and is presently connected to Hyderabad, Bangalore, Mumbai and Tirupati. Recently Airport Aerodrome license has been upgraded to 24*7 flight operations. The new terminal building is being constructed in an area of 4000 sqm and will be able to process 300 passengers during peak hours. With 10 check-in counters, the Terminal will be equipped with all modern passenger amenities. The building will be a Four-Star GRIHA rated energy efficient building with sustainability features.The interiors of the terminal building will reflect the art and culture of local culture & heritage. The big archways at the front façade of the new terminal building is influenced and derived from the commonly used arches in the heritage structures like Maharaja Palace, Bhavani Mandap, Panhala Fort of Kolhapur city. More than 60% of the work for extension of terminal building is complete and the building will be ready by 31stMarch 2023. Work of upgrading of the airside facilities is completed. Apart from this, a new Air Traffic Control Tower is also being constructed to cater for future traffic growth. Parking area with capacity for 110 car, 10 buses are also part of the development activities. Kolhapur city is situated on the banks of Panchganga river and is surrounded by Sahyadri mountain ranges. It is a city known for its historical forts, temples and royal places of erstwhile royals. Kolhapur is one of the most agriculturally advanced districts in Maharashtra and is known for being a leading district in agro based industry. It is also a front runner for manufacturing engineering products, refined sugar and textiles. The new world-class terminal building of the airport will enhance the connectivity to this industrial city, boosting tourism industry of the region. Azadi Ka Amrutkaal: Building Foundations For Aviation’s Glorious Flight Into The Future

The Indian aviation sector has come a long way in the last 75 years and with its vast growth opportunities, sky will truly be the limit for the sector in India’s Amrutkaal. By Ajay Sawhney On August 15, 2022, India will complete 75 years of its independence and enter into an Amrutkaal – a 25-year long period leading up to the 100th anniversary of Indian independence. From being completely controlled by the Government of India (GoI) for nearly 40 years after independence to being liberalised in the 1990s to the subsequent introduction of public private partnership (PPP) model for the development of airports, the Indian aviation sector has undergone several structural reforms in the last 75 years.With the introduction of low cost carriers and the regional connectivity scheme of the GoI, the Indian aviation sector, which was once accessible only to a limited few, has been democratised in the last few decades and is now available to the majority of masses. The increasing demand for air travel has also translated into the number of airports growing at an extraordinary pace and this momentum is expected to get further accelerated as the GoI plans to increase the number of operational airports from 131 in 2022 to 200 by 2025. The ascending growth of the Indian aviation sector has led to India boasting one of the largest aircraft order books in the world with pending deliveries of over 1,000 aircrafts. The high purchasing cost of an aircraft makes leasing an efficient tool for the airline operators to manage their operational costs;however, owing to the lack of a home-grown aircraft leasing industry, the Indian airline operators have had to depend entirely on foreign lessors to acquire aircrafts. In a bid to create an Atmanirbhar aircraft leasing industry, the GoI, in October 2020, permitted entities operating in the IFSC to undertake aircraft leasing and financing activities. This was followed by the issuance of a Framework for Aircraft Operating Lease by the IFSCA and the announcement of several tax exemptions for aircraft leasing and financing entities in the Union Budget 2021-22. These initiatives are indicative of the GoI’s continued commitment to support the aviation sector and its resolve to make India a global hub for aircraft leasing and financing activities. With passenger traffic expected to surpass pre-pandemic levels by the end of this year, the recovery of the Indian aviation sector is a testament to its remarkable resilience and robustness. The ‘new normal’ ushered by the pandemic impelled the airport operators to revamp their modus operandi and give serious consideration to technologies that had earlier been overlooked to re-build the trust of the passengers. This translated into automation being integrated in operations via biometrics and facial recognition technology to create a touchless airport experience. The Ministry of Civil Aviation (MoCA) also introduced ‘DigiYatra’ for digital processing of passengers at the airports and eGCA (an e-governance platform) to automate the functioning of Directorate General of Civil Aviation. This digital flight of India’s aviation sector is expected to get further accelerated with the integration of 5G technology in the aviation ecosystem which will not only enhance the passenger experience but also augment the efficiency of airport operations. To realise India’s commitments under the Paris Climate Agreement, the GoI should now consider giving a policy push for the uptake of sustainable aviation fuel (SAF) in aircraft operations. The SAF industry is expected to become a multi-billion dollar industry by 2028 and, with the abundant availability of SAF feedstock, India is well placed to dominate the SAF supply chain. The Indian aviation sector has achieved several key milestones in the last 75 years and has grown exponentially to become the third largest domestic passenger market in the world. The efficiency displayed by the Ministry of Civil Aviation (MoCA) in the strategic transfer of Air India to a private player has set a benchmark, and the privatisation of airports at Delhi, Mumbai, Hyderabad and Bengaluru have set an example for the most successful PPP models for airports across the globe. The policy initiatives introduced in recent years, such as Nabh Nirman (the airport capacity augmentation scheme) and PM Gati Shakti (the multi-modal infrastructure connectivity scheme) have set the foundation for making Amrutkaal a defining period for the Indian aviation sector. With the combination of carefully crafted policies by the GoI and the synergies created through PPP, the Indian aviation sector will be a key driver of the Indian economy and a frontrunner to become a global hub for all aviation activities. FINAIR starts direct flights to Finland from Mumbai

AirAsia India starts operations from Lucknow

Lucknow, 6th August 2022: AirAsia India, commenced operations with daily direct flights from Lucknow to Bangalore, Goa and New Delhi from 5th August 2022. Da Nang, Vietnam hold the first tourism roadshow in Delhi

New Delhi, August 04, 2022: Da Nang Tourism Roadshow in New Delhi was organized by the Da Nang Tourism Department in cooperation with Vietjet Air. The roadshow showcased the destination and introduced new direct routes connecting Da Nang to major cities in India. The current edition of Aviation World has covered many areas of Aerospace & Defence based on the latest development in the sector. The front cover highlights three different images, first for the Union Civil Aviation Minister ….. who is leading from the front to steer Indian Civil Aviation sector to witness one of the most interesting phases. He is also facing most tumultuous timing due to the ongoing financial stress in the Aviation sector due to ATF rising cost and long airspace restrictions resulting in mounting losses for Indian carriers. Despite of all the ground level challenges,the minister is addressing new things on regular basis which keeps the sector motivated. We have featured many such developmental works in this edition done under his guidance which will be interesting to read.

Our lead story on “ The West War” is another important feature which covers the ground level reality of the challenges faced by the Aviation sector. Its though time ahead and we believe it will pass soon .

There are features on Regional connectivity and MoCA revised rules on the UDAN 2.0 and how its going to transform the flying experience within India.
